
NATIONAL INTERNSHIP PROGRAMME & YOUTH TAX ALLOWANCE
OVERVIEW
The Namibian Government, through the Ministry of Finance, has launched a strategic partnership with employers nationwide to expand internship opportunities. This initiative is designed to empower school leavers, TVET, and university graduates by providing them with valuable on-the-job training and practical experience.

Quality Assurance Measures
To ensure the effectiveness and integrity of the programme, the Ministry of Finance has appointed 14 Designated Authorities. These institutions are responsible for:

Monitoring and evaluating the quality of internships offered.

Ensuring that taxpayer resources are used efficiently.
 - 
Supporting employers in delivering meaningful, skill-building experiences for interns.

Employers interested in participating are encouraged to:

Contact their relevant industry Designated Authority for guidance and support.

Employers are encouraged to engage with the NIPDB to explore participation in these studies.
WHO ARE THE DESIGNATED AUTHORITIES? WHAT EXACTLY IS THER ROLE?
To ensure the quality of internship programmes as well as minimise the abuse of taxes, the Ministry of Finance has gazetted the appointment of Designated Authorities (Government Notice No. 397, December 2024). These bodies are charged with the responsibility of “certifying internship agreements.” This entails the assurance that an employer has the capacity to offer internship programmes. Designated Authorities are per industry sector, where applicable. Any employer who cannot identify a line Designated Authority is advised to contact the NIPDB.
